In the afternoon on 26.October.2016, the first-aid peak forum in Lujiazui Financial City has been held under various high attentions. This peak forum was hosted by the Premises Association of Lujiazui Financial Trade Park and China Financial Information Center, and organized by Aimsn (Hongkong) Medical Development Co.Ltd. and Shanghai Aizhong First-aid Enhancement Center. This peak forum was also instructed jointly by Shanghai Medical Emergency Center, Shanghai Pudong New District Read-cross Association and Lujiazui Financial City Development Board.

Mr.Yingping Xue, vice chairman of Pudong New District General Union, vice chairman of Lujiazui Administration of China (Shanghai) Free-trade-zone Management Commission and comprehensive party secretary of Lujiazui Financial Trade Park, delivered a splendid opening speech. Mr.Yingping Xue has also profoundly noticed that the first-aid skills should be enhanced in a stressful industries (such as financial industry) concentrated building and the first-aid knowledge should be popularized so as to build model and a standardized image for premises first-aid.

Doctor Jianguang Tian, chairman of Department of Quality Control of Shanghai Medical Emergency Center and the major author of Shanghai first-aid medical service regulations illustrated the provisions in detail.In recent years, Shanghai suffers an obvious aging tendency. By far, the first-aid organizations in Shanghai consist of 128 first-aid sites attached to each regional emergency center, over 700 ambulances and 2600 first-aiders who provide services for 26 million citizens. However, the success rate of sudden-death first aid in public is still subject to each individuals in our society.

Ms.Qin Li, chancellor of Pudong New District Red-cross Association and Department of Information Communication, made a vivid presentation to show all the AED works that have been carried out in Pudong New District.The pilot program which conducted in 2015 utilized 310 AED, in which 200 AED were fitted in Pudong and 90 AED were installed in Jiading. The residual AED were distributed in high schools, public service areas, business travel concentrated areas and so on.In 2016, Pudong New District will bring the introduction of AED in some public areas into the governmental working list. The to-be-installed AED will be distributed in primary and secondary schools, stadiums, Disney Park, nursing organizations, crowded entertainment public areas and so on.

In the interaction section, several celebrities shared their ideas profoundly and faithfully on some significant issues, including the Good Person Law conducted in the 1st day of November, the national installation process of AED, public first-aid instructions and so on, which may be pertaining to the future development in first-aid areas in Shanghai and China.

Mr.Zhichun He, chairman of Shanghai Health Planning Commission Emergency Office, introduced that our national pre-hospital first-aid abilities still have a long way to go if we want to keep pace with the international development.As the international financial center, Shanghai has risen to the top in financial, technical and other fields, but the development in public first-aid field is still in its infancy stage.In the future, we need to work together and promote this citizen-favorable program in many ways and multiple dimensions.
Ms. Ping Sheng, vice minister of Pudong New District Red-cross Association, reported that previously we had many doubts and concerns of the installation of AED in buildings or other places, but the Shanghai Good Person Law which implemented since the 1st day of November set the mind of all the bureaus who have or will have installed AED at ease.In the future, the relevant first-aid instruction will also be strengthened so as to match up the large number of installation of AED.
As an active responder of the implement of public first-aid,Ms.Qing Fang, vice manager of New Shanghai International Building Co.Ltd., expressed her aspiration of the installation of AED and the attendance first-aid instruction.She is willing to jointly promote the pre-hospital first-aid industry and provide life security for the public in the building.
Professional predecessor of pre-hospital first aid service,Mr.Chao Wang, general manager of Aimsn (Hongkong) Medical Development Co.Ltd., has worked in this area for many years. He profoundly wished that the pre-hospital first aid can bring abundant benefits to the public by the popularization of AED and the promotion of public first-aid instructions.According to the latest cardiac sudden death epidemiology, it is estimated that the total number of cardiac sudden death in China would reach annually 544 thousand if we take 1.3 billion people as a factor. In other words, one life would be claimed by the cardiac sudden death in every minute.The cardiac sudden death is featured by its burstiness and unpredictability.Basically 95% of the cardiac sudden death accidents occur outside the hospital so the success rate of first-aid is lower than 1%.Great things may be done by mass effort.
Our national public first-aid still demands urgent cooperation and joint promotion.To rescue one person from death is better than to build a seven-storied pagoda for the god.
